PSC Broadcast Live Setup
PSC Live offers live broadcasts of the Commission's open meetings and public hearings. Public hearings held in the first floor hearing room S105 will include audio and video whereas Open Meetings held on the sixth floor conference room S639 will be audio only.

The PSC broadcast system supports two streaming protocols: HLS (with temporary DVR) and MPEG-DASH (live streaming only).

HLS streaming provides temporary DVR functionality for only 12 hours. This is NOT a recording and is only available for 12 hours after the start of the broadcast. There is no way to save the temporary DVR. Some desktop browsers will require Flash player to be manually enabled. Internet Explorer or Microsoft Edge are the suggested browsers. Google Chrome and Mozilla Firefox may not fully support flash anymore and may only provide live streaming without DVR. Please note that some organizations may block Flash player.

MPEG-DASH streaming should be compatible with most modern desktop browsers (Microsoft Edge, Google Chrome, Mozilla Firefox, and Microsoft Internet Explorer) without any additional browser add-ins. However, MPEG-DASH is live streaming only—the temporary DVR is not available.

In summary, if you want the temporary DVR, you want HLS streaming which requires flash player. Otherwise you’ll get MPEG-DASH streaming without DVR functionality.

For mobile devices, the following operating systems have been tested and should work: Android (version 5.x.x. and 6.x.x.), iPhones (9.3.1), Windows Phone 8.1 Update 2 and Windows Phone 10. For Android users, it is recommended to use the latest version of the browser installed. Only live streaming is supported for all mobile devices.
