Telephone service areas (commonly referred to as “exchanges” or “rate centers”) determine which telephone numbers can be assigned at a particular address. In addition, the exchange determines the rates that apply and defines a customer’s local calling area, the “extended community calling” (ECC) area and the other exchanges included in an “extended area service” (EAS) arrangement. Exchange boundaries were generally established based on the distribution of a provider’s telephone facilities and are not based on other boundaries such as counties, municipalities, school districts or postal delivery areas. Exchange boundaries evolved with, and are used primarily for, landline telecommunications services. For wireless providers, the exchanges are relevant for telephone number assignment purposes but have little, if any, impact on calling area matters.
