PSC - Voluntary Interconnection Agreements

File a New Agreement

Pursuant to the 1996 Telecommunications Act and 47 USC 251/252, telecommunications providers are required to file Voluntary Interconnection Agreements (ICAs) for Commission approval.

To file a voluntary interconnection agreement, the provider filing the Agreements enters the utility ID #s for both parties to the Agreement in the boxes below, then enters a description such as “Application for Approval of an Interconnection Agreement between [Party A] and [Party B].” The provider then uploads a PDF copy of the cover letter and Agreement in a single PDF.

IMPORTANT: The cover letter must state that the provider filing the Agreement has the permission of the other party to the Agreement to file the Agreement on its behalf, and that a copy of the submission was provided to that other party.

Once an ICA has been filed, it will be reviewed by staff. The Commission will issue a Notice Requesting Comments on the ICA. Unless the review or comments raise a concern, such as an agreement that potentially discriminating against other providers, the Commission will issue an Order approving the agreement. The Commission approve most ICAs within 45 days of receipt.

The Commission maintains a “Standing Notice List on Voluntary Interconnection Agreements.” Notices of filed agreements, and other information related to ICAs, is distributed to the list via email.
